PayPal NVP API Error: Sorry, we cannot complete the purchase at this time.

Question

I am using PayPal NVP API.
When I use sandbox account and sandbox API_ENDPOINT, it works well.
When I use a production account and produce API_ENDPOINT, it is successfully redirected to PayPal, but after entering the user name and password and sending it, it shows: "Sorry, we cannot complete the purchase at this time. Please return to the merchant's website and select another form of payment. "
I created an application on developer.paypal.com, but still get this error.
Anyone can help?

The problem seems to be related to the source of financing for the buyer's side. If you still keep the same issue, please send your ticket to PayPal MTS.
