PGError: ERROR: email column user relationship already exists

I am developing a website on a local hosting and this is terrible. This morning I tried to push him towards the hero using the command "git push heroku master" and then "heroku run rake db: migrate". When I try to make the second, I have an error:

I found someone who had the same problem ( heroku PGError: 500 already exists. We are sorry, but something went wrong), but in my case the migration of "AddDeviseToUsers" is not in the 'db / migrate' folder.

Previous migration affecting the user table:

I found the answer to Offer migration by existing model .

What I did was comment out this line in the DeviseCreateUsers migration:
