Update: for v1 it seems that registration_ids no longer supported. The use of themes is highly recommended.
Since FCM is based on the GCM core, the maximum number of registration tokens you can send using the registration_ids parameter is 1000. I am sure you saw this in the official documentation.
So, if you are still going to use the registration_ids parameter, but you need to send it more than 1000, you can follow what @Eran was in your answer here :
If you need to send the same message to more than 1000 registration identifiers, you simply divide the sending process into groups of 1000 registration identifiers. Each group will be sent in a separate request to the GCM server.
