Why does SKStoreReviewController not allow me to submit a review?

Question

I managed to implement SKStoreReviewController. But when the prompt appears, the Submit button is gray and off.

I thought this was because I was in debug mode, but when I send the application with Ad-Hoc PP, the result will be the same.

Why?

When you call this method in your delivery application and a rating / review request is displayed, the system processes the entire process for you.
