Twilio App to App not working

I have TwiMl setup on eroku in Python. When I call user A from user B, user A also does not receive the call and VOIP, while user B receives a thank you for the call bot message.

When I try to execute placeCallfor user B from PostMan, user B receives a call and also receives a thank you for the call bot message.

My requirement is when I call user A from the application, user B will receive a call and both can communicate.
