Chrome for Windows 7 and WOFF vs. Woff2

Recently, I tried to automatically convert the encoding of a WOFF font to WOFF2. On Windows 8 and Mac OS 10.12, WOFF2 does pretty close between Chrome 60, IE 11, and Firefox 55. WOFF2 has a very bad effect on Chrome in Windows 7, but it seems that WOFF does not suffer from the same problems. WOFF2 on Firefox looks right.

-webkit-font-smoothing is set to smooth.
