I want to download packages pipso that I can later install it on another machine (from a different OS). However, the parameter --downloadloads wheel files specific to the current OS.

- the answer. Google what platforms are available :)
go to PyPi, download the packages you need in one of the available formats, and then copy and install them on the machine you want. The installation method is different from the format, but as simple as installing pip.
