Webpack 4 - Create a Provider Piece

In webpack 3 configuration, I would use the code below to create a separate block vendor.js:

With all the changes, I'm not sure how to do this with Webpack 4. I know that it CommonChunksPluginwas deleted, so there is another way to achieve this. I also read this tutorial, but I'm still not sure about extracting a run-time snippet and defining the property correctly output.
