What tool / format do you use to write your specifications?

I would like to know which tool you use to write your specifications. I consider it necessary to use a tool that supports some simple text format so that you can manage the specification using a version control system such as SVN. For the specification, as well as for the code, it is important to have a history of all changes.

We are currently writing our specification in XML format. TeX will also be an alternative, but it is difficult for people who have never worked with it.
