When people upload files from my site, I don’t want them to be able to upload faster than 300 Kb / s per file.
Is there anyway to do this? I am running IIS 6.0 on Windows Server 2003.
You cannot limit the download speed, but you can limit the overall traffic to a specific website:
Write a script that passes data to pieces. After 300 KB, you wait until 1 second is consumed.

I assume that using this option means using your downloads on a separate site so that you can throttle it, but maintain full bandwidth for your regular content.
