Is there a .net analogue of the Boost libraries?

In accordance with the name.

I think .Net libraries would definitely benefit from some community development; maybe something like the Java Community Process. This is where an analogue would be very useful.

EDIT: I think people believe that I need to use some libraries. This is not what I am talking about. I mean something like a formal (or almost formal) process of adding new libraries to BCL.

The closest thing is the Micorosft Connect site , which is the official feedback site that internal teams really use and respond to, you can also vote on feature requests.

Wintellect has long worked on a project called .NET Power Collections. One of the people on it worked on the C # compiler. It seems to be dead, but I'm not sure.

There seems to be nothing of the kind. If you have ideas on what you would like to see in BCL, I would suggest starting with posting on Microsoft forums. The better you developed your proposal, the greater the likelihood of its impact.
