The best way to use Scrum and Sprint to improve infrastructure

Does anyone use Scrum and Sprint for infrastructure.

I am struggling with a Sprint concept that never ends, i.e. network improvement project.

Also any suggestions on how item time can be created to lag the product so I can verify that the resources are not exaggerated in the sprint.
