Windows: mouse on window design

In almost any Windows application, I notice that holding the mouse button in a non-client area stops the picture. Why is this necessary?

For example, I have a Direct 3D managed application that displays a rotating cube. If I put the pointer on the title bar and hold down the mouse button, the cube stops rotating, even if I did not encode any such condition in my loop.

Why is the picture stopped? What are the benefits? Most importantly, how can I get around this?
