Why is the error "Too many local constants"?

Delphi 2009 complains about error E2283: [DCC Error] outputcode.pas (466): E2283 Too many local constants. Use shorter procedures

Delphi 2007 compiles just fine. I cannot find many local constants, this is a short (500 lines) unit. Do you see any number of constants or literals that I can refer to?

Win32 determines if constants can be from all included units.

I would do a binary search: keep ripping half the device until it compiles, and then add stuff again.
