But however, we are currently grouping these users into a standard jira user group.

I wrote a tutorial on how to do this. This includes creating a permission scheme, grouping, and detaching a user group from the default permission scheme. I don’t know if this is the only way, but after it is mastered, it takes only 10 minutes to get a new client, configured with permissions for ONLY your own projects.
