Best programming methodology for a very fast timeline and small requirements?

What is a good programming methodology for custom applications that need to be encoded very quickly and very individually? I understand that the lack of requirements is a problem, no matter what. Also, how do you persuade management to change their practices? The next question: how to make people stop writing 5000 programs of the same type?

Scrum XP ; "" , , .

People who write 5,000 of the same type of program are unruly and poor programmers. Since both XP and Scrum require the discipline to create a system on which you can maintain and build, Iā€™m not sure how to proceed if this is what you need to work with. My guess would be, at least, to try to convince them of the incorrectness of their methods.
