Is it true that a visual studio cannot handle the fonts installed after it?

I tried to solve the XNA Font problem when I found this one here :

Visual Studio does not recognize any fonts that you add after completion.

Is there a way to use the fonts installed after Visual Studio?

Upon learning that it was a Font file, why does the textbook mention something like that?

I have successfully installed the font PROGGY . It was useful after restarting VC6.

I suspect they are talking about restarting your visual studio instead of reinstalling your visual studio.
