Can we use JMX for alerts / notifications

Here are the specifications I'm trying to implement in a nutshell:

1) Some notifications must be sent to certain events in the application.

2) These alerts allow users to subscribe to them.

3) And users set their own notification settings (e.g. email and / or SMS).

I have not yet been able to find an open source Java solution.

Is there a JMX notification option? The more I read about JMX, the more I feel that he is trying to achieve something else, that is my problem.

Any help would be helpful.

Do you mean JMS (instead of JMX)? JMS is the messaging API, and JMX is the monitoring / administration API. Using JMS as the back end is a good way to implement internal messages; it will take care of decoupling, load balancing and security. But you should still have a component that receives messages and sends them to the user.
