CSS changes are not reflected on the site

Whenever we make changes to CSS, it usually takes 24 hours to reflect these changes on my site. I tried to clear the server cache and browser cache, but that doesn't help either. Is there any other way that CSS changes are reflected right after the update?

this happens in all browsers ... when I check it in the browser, I can access my css file in two ways, for example: I store my css in a folder named "Cssfolder", and my css name is 135.css Therefore, when I access the folders C ssfolder / 135.css and c ssfolder / 135.css, one of the paths shows me the last css, while the other one shows me the old css.Notice "c" is capital in one path, while like a little different way.
