I mean all the paper, not just the text area.
I want the dvi output to look 1 cm x 10 meters in the viewer if I set these sizes in the tex file.
And I do not want to go through LaTeX for this.
Add \ special {papersize = 1cm, 1000cm} on the first page of the document. This is really an extension of dvips, but many dvi viewers understand this. (And of course, set \ hsize, \ vsize, etc., to control the positioning of the text.)
