Should I use HTML 4.0 for my email templates?

The designer encoded the html template using the best CSS methods. I want to use this template as an email newsletter template, but I heard people say that hotmail, yahoo and gmail offer limited CSS support.

Should I recode these templates using table layouts and font tags?

use a div tag with a fixed height / weight and put all your HTML code there. It will look the same for most customers. Iv'e tried this before and it works great.
