What is the best GUI for subversion based on those who have never used subversion before?

I use visual studio 2005, so integration is required.

Turtle SVN and Ankh are what I prefer in VS2008.

I really like TortoiseSVN. It integrates well with the Windows shell and protects you from running the entire command line.

TortoiseSVN or 2 plugins are available for the Eclipse IDE: Subclipse or Subversive. I prefer Subversive.

Since you do not need to check the file with SVN before you can edit it, "integration" with your IDE is actually NOT required.
