How to set background color in html frame?

I have an outdated website using frames. The framed pages do not use white background and therefore I get an annoying “white flash” while the pages are in frame transition. I think this can be eliminated by changing the background color <frame>, but no matter what is entered, Internet Explorer will NOT see anything but white. Firefox seems to accept a background color, but not so with IE.

NOTE: please do not flame me to use frames - I know; hell, I think I even preached this time or too ... lol ...
