If they differ from each other, under what circumstances should we use any approach?

User controls are a form of user control that a visual designer provides. They are ideal for use when you want to use a reusable control on the same website. (You can create and package custom controls as separate assemblies, but this is beyond the scope of this question, and I know what was asked on SO).
