When to use the page method or create a web service?

Our team is trying to figure out some guidelines for using pagemethods against creating the actual asmx web service. It seems to me that pagemethods are primarily intended for calls of the same type, which are specific to the page where asmx are intended, designed for more reusable set of operations and services. Does this sound right?
