Choosing the right website design?

I am a programmer (amateur, but I want to make a career) by nature, so when I was asked to create a website, I felt a little inappropriate (most of my applications do not have nice user interfaces, they just work because I use only one ) I studied how I could build my site and started to wonder how you guys decide.

What recommendations can you give me? What should I consider before starting coding?

You may also need some articles on Jakob Neilsen's Alert Box . I have not read them, but people also highly appreciate his books.

There are also many sites that can create CSS templates for you as soon as you decide which type of layout you may need. This gives you the basics that you can later customize to meet your needs.
