Is php very limited?

I tried asp.net and jsp ... and the programming language was powerful enough to create both desktop and Windows applications.

But what can I do with php besides creating web applications? Does it have some kind of runtime or framework?

Powerful is a sad word. This is about focus, not power. PHP is not very suitable for desktop applications. Partly due to poor library support (although some exist) and partly due to its memory management model. It can be used to work outside the web world; It is often used as a common scripting language, as well as various background tasks.
