The change request management tool is designed to allow users to request changes to the software.

When the software development process begins, an agreement exists between the development team and users (or their department) about what the software will do. This is called requirements. When everyone agrees with the requirements, preferably in writing, development begins.

If users find that they need to change requirements at any time during development, they request a change. These requests are logged in the change request management tool. The development team reviews the request and negotiates with users about the change - how much more time or money will be needed - until they reach an agreement.

you can use the problem management tool (bug tracking) as a change request tool

or you can go lo-fi and use the protocol instead (i.e. just a procedure written in a text document)
