Does speed mean a programming language for web applications?

I see many tests between PHP, Python, Ruby, etc. all over the internet. Ruby got a lot of flacks for being too slow, which leads developers to refuse to use it for web development for "performance reasons." But does interpreter performance really matter for web applications? Isn't this a bottleneck in the database in 99% of cases? So why is everyone worried?

Note. I understand that in some cases, such as some mathematical / scientific web applications, performance is important, but I'm not talking about them; I'm talking about your average social networks, stack overflow, etc.

Does performance matter? In the end, of course.

But your website should be so large that you hit millions of views per month before it becomes a problem for you outside of traditional optimization (for example, the correct indexing in your database).
