Assessing Oracle and SQLServer Functions in Queries

Question

Say I have a function call in select or where in Oracle:

select a, b, c, dbms_crypto.hash(utl_raw.cast_to_raw('HELLO'),3)
  from my_table

A similar example can be created for MS SQLServer.

What is the expected behavior in each case?

Will the HASH function be called once for each row in the table, or will the DBMS be smart enough to call the function only once, since it is a function with constant parameters and without side effects, effects?
