How do I use HTML bindings as a table of contents in email when rendering in clients like Groupwise or Gmail?

I would like to place a table of contents at the top of the internal email that will allow readers to “go over” to that part of the newsletter of interest to them. Sort of:

<ul>
      <li><a href="#FUNDING">Funding Opportunities</a></li>
      <li><a href="#DEVELOPMENT">Professional Development</a></li>
      <li><a href="#BEST">Best Practices</a></li>
</ul>

Then "further down" in the email newsletter:
