By default, all modern versions of Windows have a local security policy that prevents users from blank passwords being registered only on the local console. In other words, a user who has an empty password must physically be on the computer to log into the system. A user cannot log in as a service, as a packet user, over a network, etc.
This can be changed by changing the policy in the "Local Policies" β "Security Settings" section. Or by changing the LimitBlankPasswordUse value in HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Control \ Lsa to zero.
