HTTP 403.9 - Access Denied: Too Many Users Connected

I created an application in VStudio. It worked fine in debug mode, but my computer became slower and slower while I was working, until it froze. after I restarted it manually, the application no longer started in debugging, and I get this execution in the browser.

  • Only I am connected right now to the application.
  • I restarted the computer so that there was no instance of the connected client
  • I uninstalled and reinstalled IIS

what's wrong?
