How to write a virtual COM port for a TCP driver?

Hi, I am trying to write a Windows virtual COM port driver that will redirect data to an IP address. any pointers, best practice help?

I know an open source project called com0com, which is a virtual com port redirector. There is a subproject com2tcp in which you can watch com0com . otherwise, for windows, I'm not sure if you have open source access. Between them there is commercially available software such as Eltima and tactical software. There are also several freeways, you can search for name forwarding.
