How do I know the exact carriage period flashing on a particular Windows system? (Programmatically using .NET)

You can always just P / Invoke GetCaretBlinkTime(Daniel's answer gives a copy / passive signature).

If you don't mind linking to Windows Forms, there are also SystemInformation.CaretBlinkTime. Unfortunately, it seems that a similar class SystemParametersdoes not disclose this parameter.
