What registration policies need to be considered for version control?

I have been instructed to set up process templates and registration policies for the installation of my TFS 2008 company.

In addition to the three registration policies (the validation action must contain comments on it, the code file must be verified by an expert, there must be a work item related to registration), I was asked to consider and implement any others.

What are some of the most important or useful policies for version control?
