Visual Studio ASP.Net MVC Intellisense

Question

intellisense vs 2008 does not work if I use it inside the html attribute. example

<form method="post" action="<%= Url.Action %>"

while I type Url.Action, the code hint does not work, instead it gave me file options that can be used for the value of "action".

Is it normal that intellisense is not working inside the html attribute? or am'i is missing something to fix this error.
