Are there "experienced" programmers and designers

It seems that all the vacancies that I see more, and most of the recruiters I communicate with, insist that the only way I could apply for a position is if I am an “expert” programmer and designer. And when they say “programmer and designer,” they seem to imply a developer, an external developer, and an internal programmer (and most of them seem to assume that this also means sysadmin). So what do you think? Do these mythical programmer designers really exist or am I simply illogical in my confusion thinking that these guys really expect to find someone who is an “expert” programmer and designer who wants to work in a “senior” position for a barely profitable salary .

Yes, "experts" exist, and you can even be someone. The problem is that you are talking with recruiters, and you need to understand their point of view.

Most recruiters do not know anything about technical work beyond the various acronyms and buzzwords in fashion. Actual hiring companies rarely have the same expectations. Not all recruiters are equal, of course (if you find a good one, keep the relationship active!), But most of them simply perform keyword matching between positions and candidates. And most of them will sell both the proposed position and the people they submit to it.

Everyone asks about the moon and takes the best that can, when the time comes, to really fill the position. If you do not like the payment or the description, let them go. Otherwise, you will not know what they really want until you collect the interview.

Managers say they need skills, but they really want results.

An “expert” is one who has consistently exceeded all expectations. To this extent, it correlates with experience. But experience does not make an expert.
