Auto Cleanup for TortoiseSVN

Sometimes the Turtle requires me to do the cleaning without a good reason - this means that I did not abuse / kill / stop it in the middle ... IMO is a "normal workflow" and does not require manual cleaning.

Is there a way to not show these cleaning requests to the user , but just do them silently under the hood and present the user with ongoing experience?

This is actually not TortoiseSVN, but svn itself, which requires this. This means that something is messed up. What and how difficult it is to answer the facts that you have indicated.
