Implement mobile phone payments

Question

I'm trying to understand how a mobile payment system works, its social networks and games. We simply send our phone number, and the service sends us an SMS, which we recognize, and in turn debits the amount from our cell Balance of the telephone service provider.

If I need to write an engine like boku.com or zong.com, will I need to have contracts or something similar with mobile phone networks for each country in which I would like to work? I’m just one developer, is it possible to write such a mobile payment mechanism and even expose api so that others can use it.
