Is AXIS or CXF required for Java Web Services?

No. Although Axis2 is the most popular web services environment, this is not the only way to do this.

Can all this be done through the JDK (1.6)?

Yes, but it is much more complicated. You will benefit greatly from the use of the framework used by other applications and from bug fixes provided by the development team. Doing everything manually is like reinventing the wheel.
