Https POST from Php to C #

I need to make a message on a third-party https url in order to receive data processed and sent back. And all I have as an example is:

When we work with ASP.NET C # 2.0, I need to migrate it, but I always get an unknown error.

That's what I'm doing:

I have read all the SO questions I can find about this, but I am not getting any improvements. Thanks in advance!
