Setting the time zone org-mode

I am just starting out with org-mode and I really like this. I work in London with xemacs running OpenVMS based on the US East Coast. Is there a way to force org-mode to use a timezone other than the default server?

I tried:

(setq calendar-time-zone 0)
(setq calendar-standard-time-zone-name "GMT")
(setq calendar-daylight-time-zone-name "GDT")

no luck.

Turns off:

(set-time-zone-rule "GMT-1")

work.

I do not quite understand why this is:

(set-time-zone-rule "BST")

gives an incorrect result (this leads to the appearance of the time 1 hour earlier, although BST is the current time zone line for London, UK).
