Apache timeout directive not working?

Question

I configured / etc / apache 2 / apache2.conf with Timeout 5 instead of 300 by default. Therefore, I understand that it should close the incoming connection after 5 seconds of inactivity.

But I do telnet localhost 80, wait 5 or more seconds, and nothing happens. Netstat -na tells me that the connection is still established. I left the connection for about 5 minutes, and so far nothing has happened.

Any hints why Apache is not cutting the connection? Or do I not understand the Timeout directive? And then, who should I look for?
