Connect user to GUI on Linux

I have a project to create a program that does not allow the user to slip away from the GUI program. The program is intended for students who pass exams. The program contains a web browser page.

I looked around and asked in different places how I should do this, and Qt was recommended to me . I now have other thoughts about this ...

I am using ubuntu 9.04 64 bit.

What do you think is the best solution for user sharing in GUI programs?

I think the best solution is proctors and video recording or a syslog for inappropriate use (e.g. snapshots of a process).

What is your plan so that people can’t bring materials? Or consult your iPhone during the exam? Or ask your neighbors? You do not need technology to solve a policy problem.
