What are the boundaries or areas of definition for HTML5 development?

From reading the mailing lists and reviewing the specs, I cannot say which HTML5 limitations are software or software technologies. I saw where they tried to standardize video and audio formats in HTML5, and it seems that they can write definitions for XHTML5 in the HTML5 specification. It also appears that the specification is extremely long and covers topics far beyond simple definitions and the minimum required markup language processing instructions.

With version 5, now HTML is the application interface, the opposite of markup only? If so, what are the boundaries and certain limits of technology? If not, then why are so many topics irrelevant to the markup processing that occupies such a spotlight in the process of technology development? When do the boundaries of the markup language and preferences of the agent-agent-agent application end? With HTML5, that separation doesn't seem very clear, but as an industry standard, it should be crystal clear, right?
