What is the free Perl IDE for Windows?

I am looking for a Windows Perl IDE with a debugger like Komodo , but for free.

I have seen Eclipse + EPIC , but I do not want to install Eclipse here.

Padre does not have a built-in debugger.

Komodo Edit is free. You can also check out Visual Studio, which added Perl support in 2015 .
