I am considering writing an application in C # /. NET, which will programmatically modify the XML file on the user computer, and I'm trying to determine whether Silverlight (and which versions in which modes) will work for this task.

OS’s built-in file open / save dialog allows Silverlight to access any file that the user specifies by returning a stream of files to which the Silverlight application has access.
In addition, the Silverlight application has access to its isolated storage.
