Do I need code for a browser or PC? (fleet management)

I need to create a vehicle tracking system for commercial vehicles.

Each vehicle (total 100, no more than 1000) will have a GPS and satellite transmitter and will periodically report on its position. Positions will be stored in a database and used to create Google Maps.

Of course, there will be other functions. Security, login, etc. And, perhaps, a lot of interaction with other corporate databases (drivers start / stop times for payroll purposes, etc.).

Question: pure GoogleMaps are probably best implemented as a browser-based application (Php and MySql?), But with the additional features of a commercial vehicle tracking system, would it be better to do something based on a PC (Windows / Linux)?
