Unable to change service plan in SSMS

I have several maintenance plans on my standard installation of SQL Server 2008 Service Pack 1 (SP1). I run SQL Server Management Studio on both my development machine and its copy on the server. In any case, if I try to change any of the existing maintenance plans or select "New maintenance plan ...", nothing happens.

The only solution I saw for this was in this thread , which suggested updating your installation to include "Management Tools Complete" instead of Basic, but this option is not available on my installation screen. I assume this is because I am launching Standard, not Enterprise. Please note that this function is used to work, so I know that this is not a limitation of Standard Edition. I canโ€™t say for sure when it stops working, but I believe that the last time I used it was before SP1.
